A regular meeting of the Board of Supervisors of the Lake Lucie Community Development District was scheduled for April 17, 2026 at 10:00 a.m. at the Village of Lake Lucie Pool Cabana, located at 8452 Village of Lake Lucie Drive, Port St. Lucie, Florida, and also via web conference.

The following is a summary of the actions taken at the Lake Lucie Community Development District (CDD) Board of Supervisors meeting.
FIRST ORDER OF BUSINESS Call to Order and Roll Call
The meeting was called to order at 10 a.m. by District Manager Mandie Rainwater, who took the roll: Chair Auletta, Vice Chair Wood and Supervisors Rowe, and Kerzic were present and constituted a quorum. Also present were District Manager Mandie Rainwater, Candidate for appointment to the Board, Glen Kunkle and many residents. Client Services Manager Christopher Dudak was attending remotely, along with Michael.

THIRD ORDER OF BUSINESS Approval of the Agenda
An amended agenda was presented to add 11G and 11H.
On MOTION by Supervisor Rowe, seconded by Chair Auletta, with all in favor, the Board approved the Agenda as amended
FOURTH ORDER OF BUSINESS Audience Comments on Agenda Items
There were no audience comments.
FIFTH ORDER OF BUSINESS Seat 5 Vacancy Discussion
A. Candidate Glen Kunkle
The agenda packet included a letter of interest from qualified elector Glen Kunkle. Mr. Kunkle stated that he currently serves as HOA President. Client Services Manager Dudak confirmed that he had reviewed all Board Supervisor requirements with Mr. Kunkle, who acknowledged and accepted them and expressed his continued interest in the appointment.
SIXTH ORDER OF BUSINESS Appointment to Remaining Term of Seat 5 and Oaths of Office
Seat 5 was vacant, with a term running through November 2028. The Board approved the appointment, and Mr. Kunkle took the Oath of Office.
On MOTION by Chair Auletta, seconded by Vice Chair Wood, with all in favor, the Board nominated Glen Kunkle to the open seat.
SEVENTH ORDER OF BUSINESS Resolution 2026-05 Board Reorganization
District Manager Rainwater explained that when there is a change in Board composition, such as an election, resignation, or appointment, the Board must consider reorganization. The Board chose to keep current roles the same, with the following updates: Glen Kunkle was added as Assistant Secretary, Cal Teague was named Treasurer, and Christopher Dudak was named Assistant Treasurer while also continuing as Assistant Secretary, and Mandie Rainwater remains as Secretary.
On MOTION by Chair Auletta, seconded by Vice Chair Wood, with all in favor, The Board adopted Resolution 2026-05, maintaining the current Board structure and adding Glen Kunkle as Assistant Secretary.
EIGHT ORDER OF BUSINESS Approval of Meeting Minutes
A. Draft Meeting Minutes for January 16, 2026
On MOTION by Vice Chair Wood, seconded by Supervisor Kerzic, with all in favor, the Board approved the Draft Meeting Minutes for January 16, 2026, as presented.
NINTH ORDER OF BUSINESS Old Business
A. Swimming Pool Inspection Report Update from HOA
Included in the agenda packet was a notice from the Florida Department of Health citing a violation at the public pool. The pool is owned by the CDD but maintained by the HOA and required a new flowmeter. Supervisor Kunkle advised that he arranged for the repair and notified the state. A reinspection was scheduled for April 16, 2026.
TENTH ORDER OF BUSINESS New Business
A. Ratification of Proposals Approved outside of Meetings:
i. Irrigation Pump Supplies: January 2026 – Tom Wood Reimbursement: $402.25
Chair Auletta thanked Vice Chair Wood for repairing the pump.
On MOTION by Supervisor Kerzic, seconded by Chair Auletta, with all in favor, the Board ratified the reimbursement of $402.25 to Tom Wood for irrigation pump supplies.
ii. Irrigation Pump Supplies: March 2026 – Tom Wood Reimbursement: $110.89
On MOTION by Supervisor Rowe, seconded by Supervisor Kerzic, with all in favor, the Board ratified the reimbursement of $110.89 to Tom Wood for irrigation pump supplies.
iii. APS – Stormwater Pipe Inspection and Cleaning Sand Pine Circle: Invoice 27532 – $6,830.70
On MOTION by Supervisor Rowe, seconded by Chair Auletta, with all in favor, the Board ratified the payment of Invoice 27532 for $6,830.70 to APS.
B. Stormwater Pond Pipe Culvert Repair Proposal – 8232 Sand Pine Circle
District Manager Rainwater reported that the drainpipe behind 8290 Sand Pine Circle (northern pond) was cleaned, dewatered, and inspected via CCTV, with no damage observed.
The drainpipe behind 8232 Sand Pine Circle (southern pond) was also cleaned, dewatered, and inspected, and was found to be rusted at the outlet to the pond. A proposal from A Reyes Landscaping was presented to repair this pipe and the other drainpipe at the same location.
i. Stormwater Cleaning and inspection Results
The agenda packet included a report and photos of the cleaning and inspection of the drainpipes at 8232 and 8290 Sand Pine Circle.
ii. A Reyes Landscaping – $4,800
A proposal included in the agenda packet was presented to replace the rusted pipe ends of two drainpipes into the southern pond with concrete mitered culverts. An example photograph was also provided.
Chair Auletta noted this was the first inspection and cleaning of these pipes and that the results confirmed the pipes are not causing the sinkholes behind 8290 Sand Pine Circle. The timing of the work was discussed, with construction expected once water levels recede.
On MOTION by Vice Chair Wood, seconded by Supervisor Kerzic, with all in favor, the Board approved the proposal from A Reyes Landscaping in the amount of $4,800 for two culvert replacements.
iii. Additional Proposal(s)
Chair Auletta noted that no additional proposals were received, including from GUSC (Gulyas Underground Solutions Corp), a contractor recommended by APS, and the Reyes proposal was considered to move the work forward.
ELEVENTH ORDER OF BUSINESS District Manager
A. FY 2025 Financial Audit Letter
District Manager Rainwater reviewed the audit letter, noting that the FY 2025 audit began on March 11 with Berger, Toombs, Elam, Gaines & Frank, and that PDM staff had uploaded preliminary materials the previous November.
B. FY 2025 Financial Audit Report
District Manager Rainwater reported that the first draft is pending for CPA review, all requested materials have been provided, and the final report is expected soon ahead of the June 30 state deadline.
C. FY 2027 Proposed Annual Budget
District Manager Rainwater presented an updated proposed budget in the handouts, superseding the version in the agenda packet. The budget reflects $318,081 gross and $298,996 net, with the net funded by a $445 assessment increase as noted in Assessment Table 2. The gross amount accounts for tax collection costs and early tax payment discounts.
Budget highlights reviewed.
- $18,000 in annual savings from not having a field manager contract.
- PDM requested a 5% CPI increase, citing additional services provided beyond the contract, including in-person meeting attendance despite a remote-only agreement, no additional charges for time beyond contracted meetings, and ongoing field management support.
- Budgeted a 35% increase in energy costs due to uncertainty in the energy sector.
- Funds were allocated for emergent issues, including $10,000 for R&M General, $10,000 for R&M Stormwater, and $8,900 for misc. contingency.
- $8,000 for tree trimming
- $5,000 each was allocated to Units 1 and 3 for their respective needs (business park and undeveloped lots).
- A 3% annual increase for A Reyes Landscaping was budgeted (to $33,290), although no increase has been requested.
- $5,000 for irrigation issues.
- Debt retirement was discussed, with the budget including a principal payment of $44,230 in FY 2027. Principal payments total $49,000 in FY 2026 (including an additional payment), approximately $50,000 in FY 2027 and FY 2028, with the remaining balance to be paid by February 15, 2029.
The Board discussed reducing certain line items to increase the tree trimming budget from $8,000 to $44,000, based on the District’s three-year cycle, last completed in 2023.
District Manager Rainwater reviewed the assessment tables from the additional materials, outlining two options for Unit 2: a $35,000 annual increase ($345 per household) or a $50,000 annual increase ($445 per household), both intended to retire the line of credit by February 2029. Cabana rental costs will be eliminated, as Supervisor Kunkle reported that AT&T will provide free internet service beginning in July.
On MOTION by Vice Chair Wood, seconded by Supervisor Kunkle, with all in favor, the Board adopted the budget, pending a few line changes, with the assessment income level of $298,996.
i. Assessment Table 1 – $35,000
Assessment Table 1 reflects a Unit 2 assessment increase of $345 per household to generate approximately $35,000 annually for repayment of the line of credit by February 2029.
ii. Assessment Table 2 – $50,000
Assessment Table 2 reflected a Unit 2 assessment increase of $445 per household to generate approximately $50,000 annually for repayment of the line of credit by February 2029.
On MOTION by Chair Auletta, seconded by Vice Chair Wood, with all in favor, The Board approved Assessment Table 2, reflecting a Unit 2 assessment increase of $445 per household, for a total assessment of $1,761.47.
iii. Resolution 2026-06 Approve Proposed Budget and Set Public Hearing
This resolution adopts proposed budget and sets the Budget Public Hearing to July 17, 2026.
On MOTION by Chair Auletta, seconded by Supervisor Kerzic, with all in favor, The Board approved Resolution 2026-06 which adopts the proposed budget and sets the Budget Public Hearing to July 17, 2026.
D. 2026 Elections Qualifying Information: June 8th – June 12th
Seats 2 and 3 are up for election in November 2026. Vice Chair Wood and Supervisor Rowe will need to qualify with the St. Lucie Supervisor of Elections if they intend to run again and must complete their Form 1 earlier than the rest of the Board. Staff will provide a reminder regarding the qualifying process.
E. Annual Form 1 Due July 1 Reminder
Staff will send an email blast in early June. Vice Chair Wood and Supervisor Rowe must complete their Form 1 early, print it, and submit it with their qualifying materials to the St. Lucie Supervisor of Elections by late May or early June.
F. Loan Paydown Process
Client Services Manager Dudak reviewed a recent line of credit statement included in the agenda packet, noting a maturity date of February 15, 2029, and a current balance of $152,313. Staff will also investigate whether the HOA can contribute funds toward repayment of the line of credit.
On MOTION by Chair Auletta, seconded by Supervisor Rowe, with all in favor, The Board authorized an additional principal payment in FY 2026 and approved the Chair pre-signing paydown request forms to facilitate future payments.
G. Insurance Update
District Manager Rainwater provided an update on potential legislative changes to sovereign immunity caps affecting CDDs, noting that higher claim limits and shorter response timeframes may increase insurance costs in the next fiscal year
H. District Voter Count: 268 as of April 15, 2026
As required by Florida Statutes, the District reported 268 registered voters as of April 15, compared to 280 the previous year.
TWELTH ORDER OF BUSINESS Financial Statements
A. January and February 2026
District Manager Rainwater provided an update on assessment collections as of April 10, 2026, noting approximately $4,000 in outstanding homeowner assessments, $3,500 remaining for Unit 1 (Business Park), and $25,000 for Unit 3 (undeveloped lots). She also noted that unpaid balances may be subject to tax certificate sale following the June 1 notice.
On MOTION by Vice Chair Wood, seconded by Supervisor Kerzic, with all in favor, The Board accepted the unaudited January and February 2026 financial reports.
THIRTEENTH ORDER OF BUSINESS Attorney
District Manager Rainwater informed the Board of a new recall process for Special District Board members, allowing for removal through a local petition process rather than solely by the Governor.
FOURTEENTH ORDER OF BUSINESS Engineer
There were none.
FIFTEENTH ORDER OF BUSINESS Supervisor Requests/Comments
Supervisor Rowe asked for clarification regarding the A Reyes Landscaping increase, which was explained as a budgeted 3% CPI adjustment not yet requested.
Chair Auletta thanked the Board, staff, and residents for their efforts in improving the District’s operations.
SIXTEENTH ORDER OF BUSINESS Audience Comments
- Resident Bill asked about the loan payment and assessment increase; it was explained that the increase is primarily intended to pay off the line of credit by its February 2029 maturity.
- An unnamed resident requested that ratified proposals be explained aloud; the Board noted this is already done and additional invoice details are available upon request.
- An unnamed resident asked about Spanish Oak trees overhanging driveways and inquired about replacing them with Magnolia trees per HOA bylaws.
- An unnamed resident raised concerns about lawn damage due to shade; Supervisor Rowe recommended installing shade grass.
- An unnamed resident expressed concern about uneven tree trimming; District Manager Rainwater clarified that homeowners should not trim trees on CDD property and must submit requests through the CDD.
- An unnamed resident asked about tree thinning for hurricane preparation; District Manager Rainwater stated that such work would need to be specified in a proposal.
- An unnamed resident noted sidewalk damage from tree roots and advised against root cutting; Supervisor Rowe noted there is currently no budget for root cutting.
- Chair Auletta acknowledged multiple district maintenance concerns and limited funding and stated she would work on options to address tree, root, and driveway issues.
- Vice Chair Wood asked about alternative tree types; District Manager Rainwater noted that the Development Order would need to be reviewed and suggested a homeowner-funded replacement option for alternate tree types.
